PORT COMMISSION OF THE PORT OF EDMONDS  MINUTES OF REGULAR MEETING
September 9, 2024

I. CALL TO ORDER
President Grant called the meeting to order at 7:00 p.m.

II. FLAG SALUTE
All those in attendance participated in the Pledge of Allegiance to the American Flag.

Commission Grant noted that all Commissioners are present.

III. APPROVAL OF AGENDA
COMMISSIONER JOHNSTON MOVED TO APPROVE THE AGENDA AS SUBMITTED. COMMISSIONER PRESTON SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.

IV. PUBLIC COMMENTS (Each comment shall generally be limited to 3 minutes or less and shall be limited to Port business)

V. CONSENT AGENDA
COMMISSIONER CASS MOVED THAT THE CONSENT AGENDA BE APPROVED TO INCLUDE THE FOLLOWING ITEMS. COMMISSIONER JOHNSTON SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.
A. Approval of August 26, 2024 Meeting Minutes
B. Approval of Payments in the amount of $350,942.50

VI. POSSIBLE ACTION
A. Accept Contract No. 2022-417 Spee West Construction, Inc for Administration Building as complete.
COMMISSIONER PRESTON MOVED TO AUTHORIZE THE CONTRACT WITH SPEE WEST CONSTRUCTION, INC. NUMBER 2022-417 FOR THE ADMINISTRATION BUILDING CONSTRUCTION AS COMPLETE. COMMISSIONER KILLIN SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.

VII. INFORMATION
A. Sea Notes at the Marina Season Wrap-up – Manager of Properties and Economic Development Williams recapped the season, thanking the musicians for sharing their impressive talent, and the organizers and Port staff for making the program run successfully. A special thank you to Peter Bennett, the Sea Notes Program Coordinator, and program sponsors Anthony’s Restaurants, Rick Steves Europe, and Reece Homes Team.
B. Boatyard Update – Deputy Executive Director Baker and Landau Associates Kalmar provided an update on the boatyard stormwater and next steps.

VIII. CITY OF EDMONDS AND WOODWAY REPORTS
• Councilmember Chen said the City Council has been on recess and are now returning. They will be listening to an update on the City Comp Plan specific to transportation tomorrow and green initiatives will come before the Council this month. They are also working through the budget. The administration is meeting with the Port to discuss the Port’s concerns regarding the City Comp Plan – Waterfront vision.
• Councilmember Brock stated that the last meeting was canceled, so nothing to report.

IX. EXECUTIVE DIRECTOR’S REPORT
Executive Director Harris provided the following updates:
• General Updates
o Partnership discussions underway with Edmonds School District
o This week: Port project tour and discussion with Economic Alliance of Snohomish County CEO
o Recap of Edmonds Coho Derby
o Waterfront Committee update
o Shoreline Management Act Rulemaking update
o North Portwalk and Seawall Reconstruction project update
• Government Affairs Update
o Engagement with WPPA, PNWA and AAPA on 2025 priorities.
o Applying for RCO Boating Facilities grant for the mid-marina breakwater repair.
o Engagement with Xochitl Castañeda, USDOT Pacific Northwest and Alaska Gateway Director & USDOT team for feedback on ‘24 RAISE grant application for the North Portwalk project.
• Staffing Update
o Two new staff have been hired – a maintenance apprentice and a landscape apprentice.
• 2025 Budget Update
o Finance Committee updates and budget workshop for full Commission on October 14.

X. COMMISSIONER’S COMMENTS AND COMMITTEE REPORTS
• Commissioner Preston – Commissioner Preston is attending a meeting with the City of Edmonds tomorrow and the Waterfront Committee afterwards.
• Commissioner Cass – Commissioner Cass thanked staff for the power outage updates last week and stated she was looking forward to the meeting with the Fire Marshall to discuss the EV charging stations, which will have to be rescheduled due to the power outage. She is looking forward to attending the WPPA Environmental seminar next week. She reminded everyone that the city does a wonderful job of remembering 9/11 for those that can attend.
• Commissioner Johnston – Commissioner Johnston mentioned the busy Edmonds Coho Derby and his positive perspective after watching dry storage staff helping customers on a busy day. He is participating in the Finance Committee meeting coming up and the Port public tour on September 19. He will be out of town September 24-October 20.
• Commissioner Killin – Commissioner Killin thanked staff for all the work this summer – she hears great comments from people with moorage at the Port. She recently attended the Snohomish County Economic Development meeting. She is looking forward to attending the Waterfront Committee meeting this week. She also commented that she appreciates staff is getting feedback on the RAISE application. She suggested Commission considers having an in-person lead for the meetings in the future if/when President is out of town.
• Commissioner Grant – Commissioner Grant attended the last WPPA Legislative Committee at Port of Skagit. He noted there is a comment period now open on the Unocal property.

XI. EXECUTIVE SESSION
Executive Session was not held.

XII. ADJOURNMENT
The Commission meeting was adjourned at 8:00pm.
